Japan and India today

  • JICA is the backbone of Indian transport finance

JICA’s commitments to India exceed ¥8.5 trillion across about 100 ongoing projects. In March 2025 alone it signed ¥191.7 billion in loans, including ¥79.7 billion for Delhi Metro Phase 4 and ¥52.6 billion for Chennai’s 400 MLD Perur desalination plant. The Mumbai–Ahmedabad high-speed rail line has drawn ¥1.05 trillion since 2017.

  • Japanese firms are scaling up in India

Hitachi India employs about 42,000 people and plans 5,000 more hires, with rail and energy as its largest bets. Toshiba is investing Rs 562 crore to expand transformer production in Hyderabad, and JFE Engineering took a 25% stake in Antony Waste’s waste-to-energy projects in 2026.

  • Tied loans shape who leads

Japanese tied (STEP) loans typically require a Japanese prime contractor or a Japan-led joint venture, while subcontracts are open more widely. An Indian partner with local execution capacity is usually what completes the bid.

The India–Japan Comprehensive Economic Partnership Agreement has been in force since August 2011. A review is under way; the 7th Joint Committee met in Tokyo in March 2026.
