India builds much of its infrastructure through engineering, procurement and construction contracts and public-private partnerships. Each model moves risk, cash flow and payment security differently. We help you choose which projects to chase, structure the consortium, prepare a compliant bid and sign terms you can live with.

Why foreign firms get stuck here

A strong engineering proposal can still lose on eligibility paperwork, local-content scoring or a misunderstood payment clause. And a won contract can still lose money on delays, change-of-scope disputes or slow payments.

Foreign bidders also face a flood of tenders across portals and states. Without screening, teams spend months on bids they were unlikely to win.

What you get

  • Pipeline screening

A short list of tenders that fit your strengths, with a bid or no-bid view on each: competition, eligibility, contract model and bankability.

  • Model guidance

What engineering, procurement and construction contracts, the Hybrid Annuity Model, Build-Operate-Transfer and design-build-operate contracts mean for your risk, cash flow and returns.

  • Consortium structuring

Who leads, who contributes which credential, and how work, liability and profit are split.

  • Bid management

Eligibility documents, technical approach and commercial strategy coordinated with your engineering team, checked against the tender line by line.

  • Contract review

Payment security, escrow, price escalation, change of scope, delay damages and termination, reviewed with your lawyers.

  • Clarifications and negotiation

Support through pre-bid queries, clarifications, negotiation and signing.

How it runs, and how long it takes

  1. Weeks 1–2: screen

Pipeline filtered to the tenders worth bidding.

  2. Weeks 2–4: structure

    Consortium and commercial structure agreed.

  3. Bid period: prepare

Bid assembled, checked and submitted on time.

  4. After bid: negotiate

    Clarifications, negotiation and signing.

Who this is for

Foreign contractors, operators and investors bidding for Indian projects alone or in a consortium, and firms that have bid in India before without success.

Why UBR Infra

  • We look at a tender the way an Indian evaluator does, and at a contract the way a lender does.
  • We combine bid discipline with capital-markets experience on the team, so commercial terms are tested for bankability as well as winnability.
  • We work only for bidders on a given project and decline anything that would create a conflict.

Questions foreign firms ask us

Which PPP models are common in Indian infrastructure?

Engineering, procurement and construction contracts remain the most common. Highways and sewage treatment also use the Hybrid Annuity Model, where the authority pays part of the cost during construction and the rest as annuities during operation. Build-Operate-Transfer appears in roads, ports and airports, and water projects often use design-build-operate-transfer.

What is the Hybrid Annuity Model?

A model in which the public authority funds part of the project cost during construction and pays the rest, with returns, as fixed payments over the operating period, reducing traffic or demand risk for the private partner.

Can a foreign firm bid directly on Indian tenders?

Often yes, especially on projects funded by multilateral and bilateral lenders, which typically require international competitive bidding. Many domestic tenders favour local content or Indian track record, which is where a partner helps.

How do Indian authorities secure payments?

Common mechanisms include escrow accounts, payment security funds and, in some schemes, tripartite agreements. We check what each tender offers.

Do you prepare the technical proposal?

Your engineers own the technical solution. We make sure it answers the tender’s evaluation criteria and fits the commercial strategy.

Do you work for government bodies too?

Our focus is foreign firms entering India. We decline any mandate that would conflict with a client on the same project.
